Generally, under Texas Natural Resources Code, Title 3, and Texas Water Code, Chapters 26 and 27, the Railroad Commission of Texas (Commission) has jurisdiction activities associated with the exploration, development, or production of oil or gas or geothermal resources, including transportation of crude oil or natural gas by pipeline.
